Can evaluators submit a proposal in response to a later call where they are not engaged as evaluators?

Yes, once they have terminated their contract as evaluator. If they wish to submit a proposal to a later call they must observe the rules of confidentiality and do not make use of knowledge they have gained from the evaluation of previous proposals.

Will the ranking of a proposal be based on the mean value of the individual assessments only or will there be some kind of consensus process?

The evaluation process does not foresee consensus rounds and the mean value of the individual assessments will be used for ranking. However, in case of significant differences, the final ranking will be based on consensus.

Will evaluators be contracted for each open call separately of does the contract cover evaluation of proposals across several open calls?

Evaluators can be contracted for more than one open call. Contacts, non-conflict and confidentiality agreements will be signed for each open call separately.

Proposal x does meet criteria but is very relevant with respect to the Digital Single Market DSM. (How) can it be retained for funding?

StandICT.eu and its Expert Advisory Group (EAG) will review the outcome of the evaluation and create the final list of proposals to be funded. At that stage the proposal might be retained for (future) funding.

Will the evaluators be informed on the outcome of the evaluation process?

The evaluators will be informed of the outcomes of the evaluation process and the final proposals ranking
